The Nigeria Revenue Service (NRS) Headquarters, formerly known as the Federal Inland Revenue Service (FIRS) Headquarters, was officially inaugurated by President Bola Ahmed Tinubu on 14 April 2026. Located on Kur Mohammed Avenue within Abuja’s Central Business District, the development represents a major public infrastructure project and a significant landmark within ATO Architects’ portfolio.
ATO Architects Ltd won the competition for the design of the headquarters in June 2011. The development sits on a site of approximately 81,000 sqm, accommodating a building footprint of about 63,000 sqm. The proposal comprises three office towers positioned on a podium, alongside a multi-storey car park block which also accommodates social facilities such as a gymnasium, clinic and religious spaces.
The office spaces are accommodated across seventeen floors within the three towers, which are linked at the base by shared communal facilities. The offices are arranged in accordance with the operational requirements specified in the project brief and are provided in two major types: open-plan offices with partitions to support collaborative working while maintaining the required exclusivity of individual work groups, and cellular offices for Group Heads and Directors.
Each tower is provided with two staircases and four elevators to facilitate efficient ingress, egress and movement throughout the building. The towers are separated by ample airspace to allow adequate natural lighting and ventilation within the development. A helipad is provided at roof level in the form of a circular platform linking all three towers and connecting directly to the lift lobbies within the towers. A total of 416 car parking spaces has also been provided to support the operational requirements of the headquarters.
Following the design stage, the project progressed into construction, with extensive coordination required across the various phases of development. Like many large-scale institutional projects, the headquarters experienced delays over the years, requiring continued collaboration, adaptability and stakeholder alignment to maintain the original design vision and ensure the successful delivery of the development.
The completion of the exterior and interior spaces marked the final stage of the project’s development. ATO Architects’ contribution to the architectural design and external expression gives the building its distinctive identity and strong civic presence, while the interior spaces, delivered by Baron Architecture, provide a functional and refined working environment.
